I would like to get xindy to work (makeindex is a nightmare for anything
but the most rudimentary tasks), but it doesn't quite work.
texindy -o ~/tmp/xindex.ind rit4.idx
Cannot locate xindy module for language general in codepage latin.
I've also tried all different kinds of combinations of the -C and -L flags,
but with the same result. Also, I've tried to set the search path and
libdir manually:
export XINDY_SEARCHPATH='.:/usr/share/texmf/xindy/lang:/usr/share/texmf/xindy/base:/usr/share/texmf/xindy'
export XINDY_LIBDIR='/usr/lib/xindy'
but no luck there either. Can someone help me out here?

I think the whole subdirectory /usr/lib/xindy/modules is missing. I can reproduce the error here.

OK, I'll have a look. For now I see that the modules sit under /usr/share/texmf/xindy (and are duplicated under /usr/share/xindy!). In principle given your settings xindy should find them. I need to examine this more closely.

It would be much appreciated. working with makeindex is hell...

OK I see. xindy looks for modules under /usr/share/xindy, but the complete installation is under /usr/share/texmf/xindy.
I'll fix this so that everything goes to /usr/share/xindy (and I will remove the duplicates).
Thanks for reporting. You can always file a bug report just in case I forget
