I have installed Arch on my Dell Inspiron 1100 laptop. All works well from the cli. I have also installed xfce4 and when I shutdown from the desktop, the system hangs at a blank screen.
Any suggestions?

I think you need to edit /etc/sudoers for this one. Try adding this line. Change user to sueray / whatever your username may be.
user ALL=(root) NOPASSWD: /usr/lib/xfce4/xfsm-shutdown-helper

Thank you von_wanderlust for your input. Unfortunately this only partially solved the problem. I am now able to start xfce4 from the cli and shutdown properly. If I start from the login manager (xdm), then the system still hangs to a blank screen on shutdown. The only error message I can find in the log files is from the xdm.log as follows:
VESA(0): failed to set up write-combining range
And this is only a warning.
I wonder if I missed something during installation. Perhaps I need to wipe the hard drive clean and start over?

Looks like you're using the vesa driver in your x configuration. What graphics card does this laptop have? You could easily get the right drivers for it by following the Arch Wiki.
