Today I hacked a script to build vim plugins PKGBUILDs. I put then on freehg.org for now. Someone is interested? I can make then easy, so ppl can suggest new plugins and I add it to the hg repo.
The repo is located at http://freehg.org/u/kazuo/arch-vim-plugins/
The folder PROTO have the python scripts I used (yes they are ugly, someone can pythonise then? ^_^). A .ini is something like this:

You could probably use url ID to find both the name and description from vim.org if you want to make the configs simpler.
