you may give fbterm a try, which support displaying the Chinese characters in framebuffer (surely you should have it set up already).
If you wanna input Chinese in console environment, in this case I mean in the framebuffer, perhaps give ucimf a look?
UCIMF packages has been uploaded to AUR. You could yaourt them.
