Hey guys,
I'm trying to work the kinks out of a pkgbuild that uses svn. how can I keep it from starting the checkout over and over again? I have a slow connection and I can't tell if my pkgbuild is good because I never get passed the check out phase.

Have you looked at the PKGBUILD prototype in /usr/share/pacman/PKGBUILD-svn.proto? It is part of the abs package.

If you're not getting past the checkout, you should probably look at the svn prototype as Allan suggests.
After you get a local snapshot downloaded, the compiling is always done in a cloned $_svnmod-build directory, so $_svnmod will remain untouched no matter how many times you run makepkg.. it shouldn't have to checkout again.
