I'm unsure exactly what you're looking for.
AviSynth is extremely powerful, providing hundreds (if not thousands) of filters, ranging from different resizers to complex denoisers, to all sorts of linear editing... almost anything can be done. Sadly, it's tied to Windoze DirectShow and (a little) VfW. You can use it in Linux by running avsproxy or avs2yuv in Wine, which will let you pipe YUV video from an AviSynth script into Linux.
If you're looking for NLE like Vegas, Pinnacle, etc., I don't know much, but I've seen quite a few articles on Google while randomly browsing. Keep in mind that while NLE studios offer much faster composition of video, nothing matches AviSynth's flexibility for stuff like denoising, or the power of manually encoding with tools like mencoder/ffmpeg/x264. I usually process video before it enters an NLE with AviSynth, export to lossless, and then encode manually.
/me hopes he's not way off on your meaning of "VJ"
