today Aaron seigo in his videocast told that there is way to modularly package kde so wanted to know if Arch basic kde is packaged that way?

Nope, KDEmod is the answer to that. Honestly, I don't know how anyone even uses a KDE that's not split, like Arch's KDEmod or Gentoo's KDE smile

some one in irc said kubuntu is modular too
So why is arch kde not modular?

Because makepkg doesnt have splitting which i am not sure if its a good or a bad thing. What i do know is that i love abs, makepkg, vanilla, simple pkgbuilds and that theres extra kde for people who want vanilla and kdemod for people who want split pkgs.
