Xfce library not found

I'm trying to install the xfce "goodie" xfce4-power-manager, which is not available in the pacman repository, so I have to compile it from source.  I don't mind doing this, but when I execute "./configure" (as root), I get the error message

checking for libxfconf-0 >= 4.5.90... not found
*** The required package libxfconf-0 was not found on your system.
*** Please install libxfconf-0 (atleast version 4.5.90) or adjust
*** the PKG_CONFIG_PATH environment variable if you
*** installed the package in a nonstandard prefix so that
*** pkg-config is able to find it.

I can't find this package anywhere, and I don't know where to find it - it's not in xfce-utils (which I've installed).  Can anybody help?

Is that goodie compatible with non-svn versions of xfce?

yes, you must have xfce4-svn or xfce4 >= 4.5.90 installed
