Are you saying you want the desktop menu to be different than the taskbar menu? There may be an easier way, but this is how I do it:
$ cp ~/.config/xfce4/desktop/menu.xml ~/.config/xfce4/desktop/main.xml
> right click the taskbar menu
> select "Properties"
> set "Use custom menu file:" to /home/USERNAME/.config/xfce4/desktop/main.xml
main.xml will then control the taskbar menu, and menu.xml will control the desktop menu. You can edit them via the menu editor.
