Hardware Clock problem

Hi, I'm an absolute newbie...just installed Arch it is dual boot Win/Arch.
I really like it so far -- but have one issue that I'm not sure how to
solve, when I shut the computer down from Win
hardware clock runs fine but when I shutdown from Arch
hardware clock stops at current time.
Hardware clock is just not keeping time when the system is turned from Arch.

HARDWARECLOCK="localtime" is set in rc.conf
