Pressing up on keyboard results in tilde (~) in xterm.

Hi I'm having a problem with input with X where my keyboard does not appear to be mapped out correctly.  I have it setup as a generic 104 key board but  whenever I'm in any terminal (xterm, aterm, eterm, urxvt) and I press up instead of seeing a list of past commands I get a tilde.  When I'm in a text editor like medit and I press up nothing happens, the screen does not scroll and there is no output.  Another effect I've noticed is that scroll lock does not appear to do anything.  While I don't use it, I just happened to notice that pressing the button does not turn the light on the keyboard on or off.
