Sorry for bringing this very old post back to life.
This came as the first result in google while I was trying to find a solution. I think running dhcpcd via rc.local is not a correct fix.

Instead enable the dhcpcd service at the boot time:
systemctcl enable dhcpcd

or to start manually:
systemctl start dhcpcd
