I am looking for a lightweight desktop environment that allows me to run compiz and AWN as my only panel. Light weight is a large factor but not a necessity. Thanks!

Why don't you just run compiz with awn?

I am now running compiz and awn together (compiz as my standalone window manager). I am trying to get rid of as much gnome junk as I can. How can I theme my gtk applications without gnome? What about my mouse and icons and such? Also many of the AWN applet/launcher things don't work like AWN main menu, Cario main menu, and file broswer launcher. Any ideas why not? When I "activate" them they simply show up as a 1px wide white line on the dock.

I run a similar setup with LXDE and cairo-dock as my only panel. LXDE is very small as far as DE goes and you could easily replace cairo-dock with AWN. I just switched to cairo-dock because it pulls in less gnome stuff.

There's a number of tools that you can use for theming without a DE. A lot of people like lxappearance which will allow you to change your GTK2 theme as well as your icons and such. I was using gtk2_prefs for previewing, although I do and changes it by hand. For instance, this is what my GTK2 settings looks like:
~/.gtkrc-2.0
gtk-icon-theme-name = "black-white"
gtk-theme-name = "BlackWhite"
style "user-font"
{
font_name="DejaVu Sans"
}
I've never used Compiz, so I have no idea how to set it up. I use Openbox and do all of my settings by hand.
