[new] privoxy

Hi all.  My first package so go easy on me.  Privoxy 3.0.3

[EDIT:  Ok, I'm an ass.  There's already a privoxy pkg in the incoming directory of the ftp server.   Sigh...]

Privoxy is the evolution of ijb (Internet Junkbuster).   After you install, set your proxy to 127.0.0.1:8118.  The install routine does start it so you can use it, but you need to add privoxy to your daemons=() if you want it to start automatically the rest of the time.
