Keyboard Layout Incorrect In Some Applications

I have an odd problem that I keep managing to fix somehow but always comes back after a while. The keyboard layout in a couple of applications (Firefox and Xchat off the top of my head) seem to be wrong. I have tried a couple of things to fix this, the most recent (And the only one I can now remember due to copious amounts of wine) being un-tarring the uk keymap in /usr/share/kbd/keymaps/i386/qwerty as for some reason it was tarred. This seemed to fix the problem after I rebooted, however on the next boot it came back. I've now run out of ideas and figure maybe someone here can help me.

Using Gnome if that helps any.
