I have libxi-1.2.1-1 installed from the Arch64 testing repository, but, unless I put libxi in the pacman.conf IgnorePkg array, pacman tries to "upgrade" me to libxi-1.1.4-2 from Extra. I've looked at the PKGBUILDS in my abs directory, and the versioning for both versions seems correct. Why would this be?

There's a switch that can be put in the options section of a PKGBUILD called force. This switch instructs pacman to force install a package. It's done to try to make sure that something gets either upgraded or downgraded whenever the devs deem it necessary.
