I've posted this post on different forums, but I still await a solution for it.
I use KDE4.2.1 (KDEmod) with Qt4.5 and since the installation I had problems with KHotKeys. I would probably even know if that wouldn't mean that printscreen doesn't do nothing.
I really need only that from KHotKeys deamon. But it dosen't work It says no hotkeys no daemon...

My printscreen key didn't work out of the box so I added it in System Settings -> Input Actions.
It says no hotkeys no daemon...
The other way around - no daemon, no hotkeys. Which means that you'll have to have the khotkeys daemon running if you want hotkeys to work.
Edit: With that said, I also have lots of problems with shortcuts in KDE4.

Please only report one problem per forum post. It is simply not possible to address so many issues together. Also, I don't understand all of what you say.
You certainly cannot install any programs as root or user. Pacman can only be used by root (or by making the user acquire root privileges by using sudo, which does the same thing as using root).
In System Settings --> Advanced --> Service Manager, you can see the KHotkeys service. It always says "KHotkeys daemon. No daemon, no hotkeys." I think you misunderstand: it is to say that you cannot use hotkeys, if the daemon does not run. Whether the daemon runs or not, you can see in the "status" column. Does it run?

Sorry about two problems in one post I thought that they are somehow connected...
In service manager the KHotKeys is marked as running, but still printscreen doesn't work.
In input actions only have Konqueror Gestures and KMenu edit.
So I should start a new topic about system notification problem?
about "root" theory. As I said when I installed KDEmod from CLI I was logged on as root, and whatever I started I got an error that a dot file of that program cannot be written in as I don't have rights; eg. I need root privileges.
Anyway that's besides the point. The point is I just cant get printscreen to work even though I have KHotKeys running and all.

Interesting. I wasn't aware, but apparently it does not work for me either. I had the "Print Screen" button associated with Ksnapshot, though, so it wasn't a problem. To do this, open System Settings --> Input Actions --> Present Actions --> PrintScreen and select "Print" as the command to launch KSnapshot. I think that the entry in Input Actions and the one in Keyboard & Mouse probably conflict. Anyways, it works for me.

Strangely I don't have Present Actions in Input Actions. that's why i always feel that some things are missing on my KDE I've installed KDEmod-complete package, so I suppose that I should have everything I need. But I might install a normal vanilla KDE and only use shaman as an package manager.

here is my steps:

(right click on left part) new global shortcut --> command / url -->
(any name you want)
and then input "ksnapshot" into Action:Command/URL:
set "Print Screen" into Trigger:Shortcut
finally, click "Apply"
