TZ environment variable - Timezone

Is there any particular reason Arch doesn't set the TZ environment variable from the Timezone /etc/rc.conf variable?

Some programs (like php) find the timezone much easier with TZ set.

Infact /etc/rc.d/functions goes out of it way to unset it. Which daemons are in question here?

# clear the TZ envvar, so daemons always respect /etc/localtime
unset TZ
