With the new xfce new windows now are always popping up behind all other windows and not on top as they did before.
Looking at the configuration options I haven't seen options specifically related to this.
This gets pretty irritating with firefox since I normally run it fullscreen and I end up having to shade firefox to get to anything spawned by it.
I use focus follows mouse, not click to focus.
