Network issues

Look: i ran this command using this guide in an attempt to switch my network speed from full to half duplex.

I dont know why but I cannot connect to my wired connection anymore.

Network IP is fine, link state is fine, link speed is fine, hostname is fine, network cable is fine.

I have figured out what the problem is. The ARP cash of my network card wont clear. Is there a manual command to clear it?
