While executing rc.local, tty console not there yet?

After boot up and such, my rc.local script starts up a program using
"su <user> -c <program>"
To give feed back that this program is running I use the PC Bell. Now if I run this program in a regular console window (no X),
the bell works fine. Yet, while running under rc.local no bell is heard.

How do I activate the console properly?
I need this program to automatically run on startup, is there a better way that provides me with the benefits of the console than using rc.local?
