environment variable is missing

The variable in question is XDG_CONFIG_HOME which the shell fish needs to find it's config file.
How can I set this variable and keep in in the environment permanently?

export it from /etc/profile, or your ~/.bashrc?

XDG_CONFIG_HOME is already set by /etc/profile.d/xorg.sh which is owned by libx11. Are you running X-less?

It doesn't work under X all the time, only if I start a terminal with bash and then run 'fish'.  It also does the same under console.
