Ok so i've had my desktop pretty much looking the same for a year or so. when i got this eee pc i decided to just set up the major pieces of the environment pulling things from my desktop to speed up the process.
the two computers have the EXACT same:
~/.config/openbox/rc.xml
~/.gtkrc-2.0
~/.gtkrc.mine
~/.themes/*
~/.icons/*
`gtk-chtheme` and `switch` were used on both machines to double-set the gtk theme
everything is the same, as you can see in the shots, _except_ the toolbar icons in firefox and pcmanfm, what setting am i missing?
the desktop (good):
the laptop (bad):
i mean this isn't a huge deal, but it's fairly annoying. no errors show when i start either app from CLI. somehow i lucked out on my desktop and can't remember what i did.

The Firefox icons depend on the firefox theme.
That can be changed from inside Firefox with: Tools ---> Add-ons -> Themes
(there two firefox add-ons that synchronize firefox between two machines: syncplaces and FEBE).
What concerns pcmanfm I see doing an 'strace' that he is using icons from:
/usr/share/icons/gnome/16x16
This is probably related with a gnome theme.

odd, your ideas make sense and i'll look into all that, but both machines use firefox's default theme which is supposed to blend into the user's gtk2 theme (which the 'good' machine does wonderfully); also, i've never installed anything gnome related on either machine. i'll look into this but i also found last night that:
running lxappearance on the 'good' machine shows the good toolbar icons in the preview
while, running lxappearance on the 'bad' machine shows the bad toolbar icons in the preview
maybe i don't have the icons at the correct dpi for the little screen, so it defaults back?
i'll mess with this some more tonight or tomorrow and report back.

To ask the obvious question, is gtk-icon theme-name set in your .gtkrc.mine or .gtkrc-2.0?
I know gnome-settings-daemon can cause apps to completely ignore certain config files. I don't know if it affects icon themes and I presume you don't have it running, but I mention it just in case.
For clarification, is it *only* firefox and pcmanfm that use the "bad" icon theme, or all gtk2 apps?

i literally scp'd them all over NO difference.

i'm assume all gtk2 apps exhibit this behavior, simply judging by the lxappearance situation i found; those are the only two non terminal apps i use on a day to day so that's where i first saw the 'feature'

Since you scp'd them over, do they have the correct permissions? as in user and group settings?
If your user is 1001 on the one computer and your user is 1002 on the other.....
Same with the group settings.

what i just did:
scp'd /usr/share/{icons,themes} over so they are the same across both boxes
ran strace -o strace.txt {pcmanfm,firefox} on both boxes
grepped for /usr/share/{icons,themes} in strace.txt on both boxes
what i've found (this could get confusing, bear with me...):
both boxes seem to go to /usr/share/icons/hicolor
the 'good' box sees ...icons/hicolor/16x16/actions - no such file or directory and loads /hicolor/16x16/animations instead
the 'bad' box just loads ...icons/hicolor/16x16/actions
the 'good' box loads ...themes/Raleigh/gtk-2.0/gtkrc (which is an empty file)
the 'bad' box has no results for the 'themes' grep
could this be a 32 / 64 bit issue?
for completeness, strace of pcmanmfm grepped for /usr/share/icons on each box:

wow, Xyne to the rescue yet again.
couple keywords for google-net: icons theme toolbar different Dyne tango ALLBLACK gtk 32 bit
the solution: on 32 bit arch, to successfully display gtk2 toolbar icons for Dyne and/or ALLBLACK themes/icons you have to install tango-icon-theme on 64 bit this is not needed.
