I want to install arch Linux on a separate Partition, so that I could still use vista and widows seven.

What is your question?
Add Vista and 7 to GRUB and you will be able to boot all three.

That should be no problem, install Arch on separate partition and grub to MBR. You will be booting Windows from grub (grub will call windows loader = chainloading).
Just be prepared that after so great experience with Arch you will remove your Windows anyway.

You can partition your harddrive before or while installing, and then set the mount points within the installation. See the Beginner's Guide in the wiki for details (http://wiki.archlinux.org/index.php/Beginner%27s_Guide). For adding Windows to the GRUB menu, see http://wiki.archlinux.org/index.php/Grub .
I hope you are aware that you have to do some reading to get Arch up and running. This does not mean that you should not ask if anything is unclear, but you'll get better answers if you have a specific question.
