Time Zones are unreadable at low resolution

Whenever I select time zone / region, the text scrolls so much that I cannot see half the choices at a low resolution (which I don't know how to not have low resolution)

This seems very broken to me, as I had to trial-and-error to find out eastern time was #1.

Is something being done about this or whats going on?
