makepkg.conf Is Being Ignored (resolved)

Got a fresh install of Arch up and running today, and I go to build some packages from AUR, but I've run into a problem.  Only the default settings are being used.  My custom CFLAGS and CXXFLAGS are being ignored.  Any idea what's causing this problem?

I believe it's possible for PKGBUILDs to ignore makepkg.conf?

I had built with the package qwit.  I'll test wine.

EDIT: Wine is using my custom flags while building.
