I've always had this problem, and I've always forgotten to do something about it. I use Firefox for web browsing, but seemingly every time I quit it, it looses cookies, and the next time I start it, I have to log in again. It doesn't bother me because one extension I use (GMarks) logs me into iGoogle, so I just have to refresh the homepage to get logged in. However, my logins to forumsl liks this are lost every time.
As for extensions I have installed:

In my privacy settings, I have it set to accept all cookies, and I don't clear private information... pretty much ever. History is set to 90 days, if that matters.

I'd check to make sure that the user is the owner of that file and that the permissions are -rx-r--r--.

On the one that I have, it's 644 not 700. I've never changed it manually; That's the default values. I don't know if it will make any difference.
You may want to try moving that file and restarting Firefox to see if anything changes; Possibly with using an entirely new profile (moving the whole ~/.mozilla directory). You may also try to 'vaccum' all of the sqlite files in the profile. I doubt that will help, but it's good practice to keep Firefox functioning properly:

I can confirm this. I have been having this problem for several months. I even went so far as deleting all of my firefox profiles, but that didn't fix anything. cookies.sqlite is -rw-r--r--, and owned by me.
