'Configuring System Clock' too slow

I've noticed that the 'Configuring System Clock' part of rc.sysinit runs pretty slow. Is there a general reason or is is just my system?

And what does 'echo "0.0 0 0.0" > /var/lib/hwclock/adjtime' mean _anyway_? Isn't adjtime supposed to adjust system without any abrupt jumps or quirks in a slow steady manner? If so why do we need to echo 0.0 0.0 to it?

This might be related to acpi. Have you got acpi enabled in BIOS?

If the file "/var/lib/hwclock/adjtime" gets deleted it will be created during startup.
