Configuring xkbmaps

Hi guys,

I used to be able to hit alt+shift to toggle between Thai keymap and English but now it no longer works with recent X upgrades.
If I enter this:

setxkbmap -rules xorg -layout "us,th" -option "grp:alt_shift_toggle" -option "grp:alt_shift_toggle"

It works as I expect but if I put that in my xinitrc, it doesn't work.

So basically, I just want to know how to enter that line into my /etc/hal/fdi/policy/10-keymap.fdi file.

But how does it know what layouts it's switching? I suppose there is more than entry I'm supposed to put in?
