Best way to mirror Arch?

I have a Pentium3 and I want all my programs and program settings to be transferred to a new install on a Dual-Core system. What would be the best way to mirror such an install?

tar up /home and /etc?

as for programs, I use the packup script in the aur to generate a list of my packages. afterwards I can just do a yaourt -S `cat pkglist` on the new system
