Permissions and other strange issues with NTOP

A few weird things have been happening with my ntop deployments lately.  Most of them are all pretty much bare installs.  For starters, it seems to be unable to create the rrd directory to create rrd graphs.  It also seems to be unable to create temporary files.  By the looks of it the only way to fix the problem is to essentially set /var/lib/ntop to 0777 since it runs as the user/group 'nobody'.  This obviously creates its own set of problems.  Shouldn't it be running as its own ntop user?

Anyway, any help / suggestions regarding this would be appreciated.
