Are you sure that you have only a UTC+0100 offset and not also a +0200?
Europe/Belgrade is also a CET/CEST timezone(GMZ+1/GMT+2), so now we have a +0200 diff.
Ex:
My timezone id Europe/Berlin, so date -R says now (12:17 localtime):
Fri, 28 Aug 2009 12:17:09 +0200
UTC is (date -u)
Fr 28. Aug 10:17:59 UTC 2009
According for Belgrad:
$ TZ="Europe/Belgrade" date
Fr 28. Aug 12:18:08 CEST 2009
$ TZ="Europe/Belgrade" date -u
Fr 28. Aug 10:18:45 UTC 2009
So the installer should set your local timezone to GMT+2 (Fr 28. Aug 12:18:08 CEST 2009) and your hwclock (cause you use UTC, not localtime) to 28. Aug 10:18:08.

Since it's summer time we are 2h +

I don't know if someone mentioned it already (I haven't been through the entire thread), but the download page still mentions that the included kernel is 2.6.28-ARCH. Someone please correct this.
