Openoffice-base was recently updated to 3.1.0.99-1. This version has no german user interface anymore. Appearantly there has been no update of openoffice-de for the 'testing' version. Or did I miss something else? I hope this will be resolved in the future.

you should read the commit mailing list

Well, maybe I would do if I even knew that it existed (and what it is good for)... This may sound a little dumb but isn't the [testing] repo forum the right place to discuss things like these? I'm just a 'dumb' user and believe me or not, I searched the forums for similar postings before I posted this one... What should I have done instead?

Sure this is a place to raise issues and question about testing repo. Reading the commit list you would have seen that I already prepared a new OOo-i18n pkg including all possible langpacks thanks to splitted packaging we can do now.
But usually I don't put i18n stuff into testing. It's awaste of time and bandwidth uplaoding i18n packages and especially for minor releases not required for basic testing.

I do agree in full to your statement about not testing i18n packages. But where the ... can I find and search this mailing list I should have read? Maybe I am blind but I see no link on the Archlinux homepage.
