Kde can not control powersave

Hey fellas.

i've configured my system to powersaving. cpufreq is working, suspend and hibernate working.
the only problem is that kde's powerdevil doesn't do anything. it claims that my cpu doesn't support scaling (which is not true, /sys proves that my system is on "ondemand")
whenever I use kde's applet to change powersaving policy (for example powersave>performance) nothing actually changes in the cpu's frequency.
in addition the screen's brightness bar in kde doesn't do anything at all.
the screen is always on maximum brightness.
any ideas?

arch64, intel core 2 duo, kde 4.3 kernel 2.6.30

the problem is most likely some policykit , permission problem. You might want to let users modify the cpu scaling

any idea what to do? I mean i got some issues with policykit also.
It won't let me modify any of the values. the "modify" is grey.
I've read that  values in "the policykit project" have to be configured first but it doesn't let me change them also.
even loggint to KDE as root didn't help
