Never tried it for a regular install, but I remember the Gentoo LiveCD had a kernel line parameter called "docache" that would load the entire contents of the CD into memory. Possible that this would work in a normal install??

you could also try asking about it over on the Puppy forums. Puppy does exactly that, so I am sure they could easily handle your question.

just a few, hostapd conf file, any kind of dhcp server, iptables, nothing more, I want to get rid of of my hd, and boot from fd/usb/cd
something like pendrive with one small fat partition to edit would be grate

Perhaps if you download and install Faunos it will give you some ideas for your system. It runs in ram from a USB flash device.
