if you are sure you don't want to downgrade a package, you can do pacman -Scc
Give what you have. To someone, it may be better than you dare to think.

You can always back up the packages to your network, stick them on a SD card or use one of the web pages on the downgrade packages Wiki entry if you need to get them back.

You can also use pacman -Sc to remove the files for packages that aren't currently installed.

You don't really need them if your system is working fine with the latest packages. It's only useful to have the cache around when you need to downgrade. I don't recommend getting rid all the package cache, just the uninstalled ones like neddie_seagoon said. Keeping the cache around is useful if you want to install the same packages in other Arch systems.

You can reach sites with older packages, so I think it's not neccesary for downgrade purposes, the older versions of packages.
