What is shpchp?

Getting a boot message regarding the subject and referring to user mode driver.

What action is needed to utilize the errant shpchp?

ACPI support, typically.  If you disable ACPI (or don't have a proper hardware implementation of it) then you might see the shpchp error.  You can safely ignore that error, or disable it by adding shpchp to your hotplug blacklist.
