Hello, what's is the best driver availabe now for ati hd4000 series ?? i want to be able to use the kwin effect ??

Both the open-source ATI drivers and the catalyst drivers have always worked fine for me. Unless you are playing a lot of 3D games the ATI driver works great and is less hassle then the catalyst driver.

The Free Software drivers tend to be much better at 2D, and much more stable with better support for new kernel/X.Org releases. It can do extremely basic 3D I believe, but if you're a 3D gamer or _need_ KWin/Compiz effects, you'll probably need the Catalyst/fglrx blob drivers.

To get 3D in ATI HD4000 , Catalyst is the only option . The patched xorg helps but some bugs are still there .
The free drivers are expected to become the best choice within months . development/git PKGBUILDS are available in the AUR and a How-To is available in the forum. You can test and follow their progress If you feel adventurous .

I have an ATI HD4670. I have been using the catalyst driver for a few months now. Since the last kernel upgrade I have been given the xf86-video-ati driver another try.
Everything works as expected with the xf86-video-ati driver(I don't care about 3D); except that my computer is much more noisy (fan) with this driver.
I have reinstall the new catalyst 9.9; hopefully this will be the last ... I can only confirm that both work quite well for me, but the installation (and maintenance) of catalyst is more tricky.
