HAL, 10-wol.fdi, how do I use this?

I have a computer that I've been having trouble getting WOL to work. Even though ethtool consistently shows 'g' for the nic. I noticed a hal policy in /usr/share for wol, and copied it over to /etc but nothing noticeable happened. Is there anything specific I need to do to use this policy?
