CPU throttling in User Mode only not in Root mode

Actually the problem is that I cannot login into my user account due to CPU throttling sad. Gnome freezes after I login as User and when I fallbak to command line i.e. CTRL+ALT+F1 I see these messages going

CPU0: Temperature above threshold, cpu clock throttled (total events = 139575)
CPU1: Temperature above threshold, cpu clock throttled (total events = 139576)
.....and so on


Whereas I can login As ROOT then gnome doesnt freezup and no cpu throttling!:/



I have loaded the lm_sensors and here's the sensors O/P

I have cleaned the motherboard and fans not a bit of dust left heat sink is properly placed. BUT the BIOS shows the temperature as 80 Degree Celcius!!!. I know that this CPU (Pentium 4 HT 3.2Ghz 640  Prescott) is known to get hot but not this much! and when I run a temp monitoring utility (PCAlert 4) owned by my motherboard manufacturer MSI on Win Xp it shows that the CPU temperature is 50 degrees. Why there is an ambiguity in temperatures b/w BIOS and PCAlert 4. AND why Cant I log in as a normal user in Arch Linux when I can Login as root!!
