I am modifying 10-keymap.fdi and I am not usre whether ths british keyboard laout is "gb" or "uk"?

I did and i had the us keyboard layout for both of them.

If you are trying to override the defaults make sure it's:
/etc/hal/fdi/policy/10-keymap.fdi
