I did a pacman-optimize, and pacman -Scc just in case this was an issue local to my computer...? I've also tried using the US mirrors rather than the Great Britain mirrors. None of this has had any effect.

You could also try to change mirror. Maybe it's unavailable
Windows works in 80 % cases, Linux in 20%, but you can make linux work in other 80% cases whilst you can never make windows work in last 20%

It's unavailable because it's outdated (pacman can't find 5.3.1-1 because the newest is 5.3.1-3), as Allan pointed out.

I'm having the same issue.
Pacman -Syy doesn't solve it.
I have ftp.archlinux.org at the end of my mirror list so don't understand how this could be a mirror issue since presumably it is the most up to date (albeit throttled) source of packages.
Output of "pacman -Si php" is:

Change the first mirror in your mirror list. That is where pacman gets the repo database from and if it is out of date, none of the other entries will help you...
