When someone is banned from the forums, what exactly are they denied access to? I ask because I saw someone claim (in IRC) to have been IP-blocked after a forum ban yesterday. Is that routine for bans? Do they get blocked from the wiki, or other parts of the site, as well? If so, this would basically make it impossible to continue using Arch, and loss of wiki access would even be a hardship when running other distros, since our wiki is so nice.

as someone that managed to get banned in the past i can answer this:
your account gets blocked from the forums only (wiki, bugs, aur still work).
your ip used during the ban, gets tied to the account.
if you try to login from a different ip, that ip gets linked to your account too.
if you managed to get yourself banned, your best shot is to contact the forum mod who banned you in the first place in a polite manner. and abide by the desicion taken. trying to create different accounts in order to prove your point will most likely not prove it, and might probably worsen the issue.

That is correct. You can still browse the forums as any guest can and you can do whatever to the wiki (although similar bans can occur there too).

A note to everyone:
Bans aren't taken lightly, are never personal, and in the case of not-spam, are always discussed between moderators. A lot of you would be amazed at some of the insulting mail that we receive without banning the person that sent it. Not surprisingly, alcohol and forum stupidity seem to go hand in hand quite often.

A little off-topic but still on topic, the banned users get the title "banned" correct? And does any (not banned) user also have that title?

It is? I wasn't sure if the forum software would get confused, but I'd think that it can be done.
As a side note, I'm still working up the courage to see if I can ban myself. I've wondered if it can be done. But unlike some of the other mods, I don't have access to an Arch server, so if it works, I'd have to wait for the time out period.

No-one with banned in their title should still be posting (Misfit is an exception...). You probably saw new posts made before they were banned.
@Scottish - you can ban yourself unless you are an admin. Best to give a time limit unless you just ban you IP (not username) and then access from another.

I think you are talking about luceroz who came after a while of inactivity and started posting in the forums in a quite polite manner. He even posted in the goodbye everyone thread. I don't know why he was banned, but all his posts were made before he was banned as I was online at that time.
