When I "init 1", it says: "Can not find /dev/initctl. No process left to run".
What can I do?

You could create one with
mknod -m 600 /dev/initctl p
But that does not explain why it is not there in the first place.
Maybe this has something to do with devfs or udev.

Thanks. But the initctl is already exist in /dev when it is in init 3. I am using udev, what can I do with it?

are your /etc/udev/*/*.permissions are set correctly ... maybe you are not allow to view /dev/initctl

Is it /etc/udev/permissions.d/udev.permissions ?
I can't find initctl in it.
