USB mouse and Power management only work when plugged in at boot

Hello, about two weeks running arch, and i got almost everything up and running, except that device hotplugging is really instable. My USB
and power management only seem to work when the mouse and the AC power cable (oh, i'm on a lenovo g550 laptop) are plugged in
at boot time....  even tough a few times the mouse works when plugged in afterwards...  but only a few times, so i don't know what's the rule here.

my xorg.conf
