wmii: why does firefox opens in floating layer?

Hi, for some reason, whenever I open firefox it opens in the floating layer.  I have a tagging rule for firefox but it does not say to put it in the floating layer:

/Shiretoko.*/ -> internet

Most programs do NOT open in the floating layer--including other programs that I have tagging rules for.  For example I have:

/Quod.*/ -> audio

but quod libet opens in the normal layer.  Does anyone know what else might be causing firefox to open in a floating layer?  Here is my user's wmiirc:
