Color choosing and conversion

Greetings!

For a project that I typeset in ConTEXt I need to do conversion from colors in rgb(255,255,255)/hex(ff,ff,ff) format to decimal rgb(1,1,1) values.  (The problem is that I can't find exact definitions in the latter format, only in web (hex) colors.)

Although I managed to find some projects in arch and aur that do like conversions there's none I know of that would convert to "true" rgb values.  Projects I tried include kcolorchooser, gcolor2 and gpick.  The latter is quite sophisticated and according to the screenshots (viz Nr. 13) may actually support "CSV" conversion that looks like rgb percentages.  As I tried it out, however, the "CSV" converter was gone.

Right now I'm using a python script to do the job but I'd like to know if there's some tool that allows color choosing and conversion as well.

Why?  I didn't pose a programming question at all.  It is a simple request for recommendations regarding a kind of tool.  So what'd be the point 'discussing' this matter in a programming thread?
