ping gets through but netinstaller can't refresh package database

I tried the netinstaller today, I set up the network eth0 with dhcp and it went through, but the refreshing package database part always fails. I tried several mirrors but the same error occurs: "connection time out". "ping -c 3 www.google.com" is successful.

I think I found the problem: the internet I'm using requires registration of my computer, but that requires a browser. How can I use a browser in the installation process? Links is not available.
