portable build system

I am looking to build an Arch Linux [core] on another system.
The makepkg/abs systems make a lot of assumptions about the underlying OS.
There are projects like Arch/arm, Arch/ppc, etc., so there must be a way to build Arch without running Arch.
But I didn't find one.
How might I go about building an Arch Linux system from scratch?
