[new] Xerces-C++

Well, my 2nd package done.

Xerces-C++, without docs, without tools & examples. I think everyone who needs can download this things at the apache xml homepage...

I've basically built it for me, since i need a good XML C++ library for DOM in an application i'm writing, so it was built for my needs (libs + includes only).
